As of July 15th 2020, the Albanian Council of Minister in the ambit of fighting and further preventing the spread of Covid-19 decided to make an addition to the Normative Act No. 3 Dated, 15.03.2020 “On the adoption of special administrative measures for the duration of the period of infection caused by COVID-19”.
Most specifically changes were made to Article 3 with the addition of Point 23, which states as follows:
In closed public and commercial environments, a protective barrier (mask) should be used, according to the definitions made in the instruction of the Institute of Public Health, approved by the minister responsible for health. Failure to use the protective barrier (mask) by individuals indoors of public and commercial areas, is punishable by a fine of 2,000 (two thousand) ALL.
The institutions responsible for the implementation of the same are the inspectorates responsible according to their area of responsibility for individuals in public and commercial premises, while the State Police and the Municipal Police are responsible for individuals in public transport and other facilities determined by joint instruction of the minister responsible for health and the minister responsible for order and safety.
Based on the above the new additions to the Normative Act are immediately too be considered in force, as a result all citizens are required to wear protective masks indoors of public or commercial areas.
